Update on Wholesaler and Exporter Class Registration

Existing and new dealers registered under the Wholesaler or Exporter class can now be registered as both wholesalers and exporters, eliminating the need for separate legal entities or branch registrations by submitting an application for additional classification.
Those registered as general dealers, brokers, lease, fleet, and out-of-province dealers are not eligible for the dual registration.
For example, a Wholesaler can apply to include the Exporter classification, and vice versa.
Permissible Activities With Dual Registration
Dealers registered in both classes can combine the permissible activities of each class into a single class and will also be subject to the same restrictions applicable to the two classes of registration.
Examples include:
Allowed Transactions:
- As an Exporter: Buy vehicles from the public.
- As a Wholesaler: Cannot sell to the public.
- Dual Class Restriction: Cannot sell to the public in Ontario.
Transaction Fees:
- No fees for trades between OMVIC-registered dealers.
- Fees may apply for exports or out-of-province sales.
Premises Requirements:
- As an Exporter: Must operate from a commercial business location.
- As a Wholesaler: Can operate from a dwelling.
- Dual-Class Restriction: Must operate from a commercial business location.
RIN Requirements:
- Separate RINs from the Ministry of Transportation (MTO) are not required.
- Dealers may maintain separate RINs or identities if preferred.
OMVIC will provide further details on terms, conditions, and portal access in the coming weeks.
