Changes to the Validity Period of Dealer Authorization Letters (DAL)

The following message, supported by OMVIC, is sent on behalf of the Ministry of Public and Business Service Delivery and Procurement:
We are writing to inform you of an important update regarding the validity period of Dealer Authorization Letters (DALs). Effective August 19, 2024, all DALs will only be valid for a period of 90 days. This change is being implemented to enhance the security and integrity of dealer transactions.
Key changes as outlined below:
- 90-Day validity period:
- All Dealer Authorization Letters will be valid for 90 days from the date of issue.
- Dealerships must provide a new, original DAL any time there is a change in information or every 90 days, whichever occurs first.
- Documentation requirements:
- Prior to completing any dealer transactions, ServiceOntario staff will ensure that an original valid DAL and a copy of the signed Ontario Motor Vehicle Industry Council (OMVIC) certificate are on file for the dealership.
- Transactions will not be processed if a DAL is expired or has not been updated with the names of dealer representatives who request transactions on behalf of dealerships.
Example scenarios:
- If no changes to the DAL occur within 90 days of the effective date (August 19, 2024), the DAL must be updated by November 18, 2024, and subsequently every 90 days thereafter, or as information changes.
- If changes are made to the DAL on September 11, 2024, the 90-day period will restart from that date.
This enhancement aims to help prevent fraudulent vehicle transactions and enhance consumer protection. By strengthening these policies, ServiceOntario can better detect and prevent vehicle fraud. These measures will also protect dealers from having fraudulent vehicle transactions processed in their name without their knowledge or consent.
