Changes to RIN History Requests and Verification Requirements for Third-Party and Business Vehicle Transactions

The following message, supported by OMVIC, is sent on behalf of the Ministry of Public and Business Service Delivery and Procurement:

We are writing to inform you of important updates regarding RIN History requests, third-party and business vehicle transactions. Effective October 1, 2024, the following changes will be implemented to enhance the security and integrity of dealer transactions.

Key changes as outlined below:

  • RIN History:
    • A Registrant Identification Number (RIN) History will only be available to the registrant (RIN owner) in-person at ServiceOntario service centre and will include ID verification.
    • Dealers will no longer be able to purchase a RIN History on behalf of a customer.
  • Third-Party Vehicle Transactions:
    • Identification requirements for third-party transactions will be tightened to include verifying ID for both the registrant and the third-party listed in the Letter of Authorization (LOA).
    • This change applies to select transactions: original registration, vehicle transfer, permit replacement, and data change.
  • Business Vehicle Transactions:
    • Verbal signing authority will be removed.
    • Verification documents (Articles of Incorporation, proof of business address, Letter of Authorization/Power of Attorney, identification) will be required for select vehicle business transactions: original registration, vehicle transfer, permit replacement, and data change.

Why are these changes being made?
