Who is OMVIC:
OMVIC (Ontario Motor Vehicle Industry Council) is Ontario’s vehicle sales regulator. OMVIC enforces the Motor Vehicle Dealers Act and other consumer protection statutes for the Ministry of Public and Business Service Delivery. OMVIC’s mandate and role is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism, and ensuring fair, honest, and open competition for registered motor vehicle dealers. This is achieved by maintaining strict dealer/salesperson registration requirements; inspecting all Ontario dealers (new and used); providing free complaint handling to consumers; developing/delivering consumer and dealer education/awareness programs; and investigating and prosecuting industry non-compliance and illegal sales (curbsiding).

Position Summary:
Working with our Industry Standards and Conduct Department, the Policy Officer is responsible for providing research, analytical and stakeholder engagement services relating to the planning, development, and implementation of policies, programs and evaluation frameworks that meet strategic objectives for OMVIC.
The Policy Officer is also responsible for ensuring compliance with the Motor Vehicle Dealer Act 2002 (MVDA) and certain aspects of the Consumer Protection Act by all registered dealerships and salespersons in Ontario.
Responsibilities:
- Conduct research, analysis, monitoring, and assessment of a broad range of issues, trends and developments, which affect the development of policies, programs and other initiatives and projects.
- Provide research analysis, reporting and options/recommendations regarding trends and directions, new policy developments, existing services/programs, funding and service delivery models.
- Plan, design, develop, and implement policies, programs, frameworks, plans, rulemaking, guidance and other tools, including operational processes, procedures, methodologies, and standards, to meet the overall operational plans and priorities of the organization.
- Provide policy expertise and advice in response to a range of policy issues impacting the achievement of departmental directions and organizational mandate, providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs or services.
- Analyze and evaluate a range of policy issues within correspondence to assess and prepare appropriate responses.
- Ensure policy and operating decisions are based on evidence and clear understanding of inherent risks.
- Prepare a range of materials including reports, briefing notes, and other related documents.
- Respond to requests within short deadlines where pressures result in the need to work beyond normal work hours for response to information requests.
- Handle deadlines which are subject to change without notice, priorities that are not anticipated or contentious issues which arise unexpectedly and require quick turnaround for issues management.
- Participate in multi-discipline teams on matters initiated by the department.
- Maintain knowledge of the organization’s policies, practices, standards, forms, templates and other tools and resources.
- Develop educational and communication content, including, but not limited to, guidelines, bulletins, summaries, presentations, briefing notes and other resources and materials as assigned.
- Handle assignments and tasks related to the department’s overall mission and mandate of ensuring industry professionalism and compliance. Responsibilities include, but are not limited to, reviewing advertisements; monitoring registrants’ compliance with orders, decisions, and requests; responding to internal and external inquiries; providing education; handling complaints; and reviewing and processing applications and requests.
- Participate in other initiatives and handle other duties as assigned.
Qualifications:
- University degree in a field related to one or more of the following: law, political science, public policy or public administration or an equivalent combination of education, training, and experience.
- Experience in research, policy and program analysis, development and evaluation methods, principles and techniques to plan and conduct research and analytical projects for the development of strategies, programs, and policies.

- Experience in research, policy and program analysis, development and evaluation methods, principles and techniques.
- Experience with regulatory compliance and/or law enforcement, or a relevant combination of education and experience.
- Ability to effectively interpret legislation. Working knowledge of the MVDA and CPA would be an asset.
- Excellent organizational, conflict resolution, written and verbal communication skills.
- Well-developed analytical skills, a curious nature and the ability to be resourceful and attentive to detail.
- Ability to perform in a high volume, politically sensitive, fluid environment with minimal supervision.
- Demonstrated experience with computer applications (including full Microsoft Office suite), and computer assisted techniques to extract and analyze information.
- Self-motivated, and able to work independently (from home and maintain a home office), as well as a member of a team.
- Must hold a valid class ‘G’ driver’s license and own a vehicle insured with business coverage insurance and be willing to travel throughout the GTA and occasionally outside the GTA (which may involve overnight stays).
- Multilingual is an asset but not required.
